Yeah I think that’s an accurate characterization, Brand Robins. Also distinctive to the PbtA superstructure. The fiction<->procedure pass-off is well defined and easy to understand, in a way that IMO probably no other game has been so explicit about.
Other than Burning Wheel’s explicit intent -> task -> consequence cycle. Different solution but equally effective.
