You could also arrange it so that certain institutions also need to take Fallout in certain arenas, e.g. maybe the Government needs to take Fallout whenever a minister takes Political fallout (e.g. the repercussions of a conflict could result in the fall of the government via a vote of no confidence, or whatever). But I’m just spitballing, and I haven’t seen the show so maybe I’m misunderstanding what you’re aiming for.
