I feel like, as I read Numenera a little more closely, there’s probably adequate seeding of leads and ideas about how to direct a campaign buried in character creation. You still have to put in the work! But it’s probably not as hard as I remember Exalted being: lots of awesome powers but no implied fiction attached to any of it.
