It’s been a while since I played S&V, but IIRC Scale and Threat are specifically Band of Blades things. All you have in S&V is Tier, right? And I think it does the same thing, basically: tier difference sets position and effect, yeah? I think even Potency, or something like it, is a S&V thing. Might be enough to just collapse down the scale/threat stuff into tier and call it good.
