I think so, yeah. I mean, Burning Wheel is impossible to play without a scenario. Jonathan White​’s Mountain of Monks scenario is one of my favorite convention events ever.

Then again, it was at BurningCon, and everyone knows the score. There’s a whole culture of scenario design attached to the BW scene.
